The signal strength and frequency falls within the range of 8-42Hz. Believe me if this happens to you, you will know because, it hurts very bad. I have a feeling local law enforcement officers like to use technology like this to manipulate people into believing that the US government is performing tests on citizens. What the citizen doesn't take note of, is the police department undertone. Keep these things in mind.
